An official inquiry into the Melbourne hotel quarantine debacle heard that 99 per cent of Victorian COVID-19 cases could be traced back to returned travellers at these hotels. Poorly trained security guards, a failure to observe social distancing, inadequate cleaning and a general lack of oversight were just some of the problems singled out for criticism.
