The first ministry Scott Morrison was secretly sworn into was the Health portfolio, with the knowledge of the then minister Greg Hunt. This appointment to others, including Finance, Home Affairs and Treasury, were done without the knowledge of the incumbent ministers. The Solicitor-General later advised that while the appointments were lawful, they had ‘undermined responsible government’.
